Unable to Influence Completed Tower

Completed the tower, and then went back to hideout to grab tablet , added tablet and hit influence button , tablet was not consumed and no visible effect added to atlas. I tried adding a tablet of all the different types and the result was the same , it won't consume the tablet and add the new effects. The tower was Bluff, first time I have had this issue.

SAME THING

Thought I was having a senior moment but this has definitely happened to me a couple of times. Believe the most recent one was aspen ridge.

Have run into the same issue on several occasions now
