Can't equip Crumbling Maul

Hey guys, I can't figure out why i cannot equip a lvl 38 crumbling maul that requires less strength to use than I have. The item is red with no explanation that i can see. Can someone help a brother out?

Giant's Blood triples weapon attribute requirements.
The requirements displayed on an item can only be changed by modifiers on the item itself. With Giant's Blood, you need 3x what the weapon says it needs. |
