Arc doesn't gain chains past lv 20

I just did some testing and Arc doesn't gain any of the bonus chains from levels past lv 20, the tool tip saying 5 chains is correct and the gem stating 6 or 7 chains is incorrect.

Can also confirm like other forum posts that "more damage from remaining chains" seems to be not applying to hits.
