Skeletal Sniper Gem Quality Reservation Cost Bug

When increasing quality of the Skeletal Sniper gem, the spirit reservation cost should go down up to 10% at 20% quality, it does not. Stays the same no matter the quality or level of gem. It's also not a visual bug, the reservation still costs the 0%-quality amount.
