No Delirium Monsters in a 66% delirious Map (Shrine Hideou)

I "delired" a map to 66% delirous and went into a shrine Hideout.
The fog was there, rares had some Delirium Modifiers, but there was not a single Delirium Monsters.

My Guess on how to replicate:
Delir a map
-> go into a shrine hideout

It works on other hideout
