Hideout Merchants do not refresh/only sell LVL 60 Gear

So the items sold by Atalui etc arent linked between the hideout and the Ziggurat. Firstly the shop of the hideout versions doesnt refresh, secondly they only sell LVL 60 Gear in the hideout. There are different shops for different chars, at least this works.
Sadly this makes the hideout useless until the end endgame is reached. While not all of my chars are expert geared, the hideout is a waste of time :(
