Tower can't be influenced - Bug Report ID: #844573188

Whatever you say, game. Even did another map just in case, nope, can't influence it still. I then added a lower tier map to see what would happen, got an error: "Activation failed. Map already consumed" which ate the test waystone*** but then allowed me to influence it.

***EDIT: Or so I thought, opened another map to stick a waystone in there and lo and behold my test map showed up and can be used again.
