Last Atlas boss skill points

From my understanding you need to do a corrupted/irradiated map that's tier to get the last 2 points. I've done this 3 times now and never got the points.

I believe you have to kill the Arbiter of Ash, he drops the book for the last 2 points.

This is not a bug, you have to kill Arbiter of Ash and retrieve a book from the NPC that will grant you your last 2 points.
