Passive tree bugged

Many of the passives in my tree are giving me nothing. The most important (to me) that I noticed today is Necrotic grasp (gives minions+40% crit chance) isn't applying to any of my minions, persistent or temporary minions. The only passives that seem to work 100% of the time are ones that improve my Strength, Dexterity, Intelligence.
