No Power Charge generation with Barrier Staff?

Hi Guys,

i switched my staff to a better barrier staff and i am running the same gems with electrocute and having resonace with combat frency.
Previously i used steelpoint quatersteff and got plenty power charges after using tempest bell and electrocuting enemies.
Now after i use the barrier staff, no charges are generated?
Is this a bug?
Couldn´t find any tool tip that says, no charges can be generated with that staff?
