Map device cannot be clicked after migrating from HC SSF

I had a level 72 character in HC SSF that was progressing through the Atlas and had completed roughly 20 maps. After transferring to Standard league, my atlas map reset (as expected?), but I am no longer able to click on the map device in the Ziggurat Refuge. Before migrating, I did NOT unlock my hideout. Having someone unlock my hideout did not allow me to use the map device. Also, my forge bench and reforge bench were on in town/hideout, and I had to unlock those.

Timeline of events:
- Migrate from HC SSF to Standard
- Appear in Ziggurat Refuge but cannot click on map device and my salvage/reforge benches are gone
- Switch characters, relog, restart, switch to all servers - no effect
- Notice there isn't even a quest on my character at all - the top right of my screen has no quest text of any kind
- Someone tells me to go to my hideout, but I never unlocked it. Someone makes a tier 1 map in a hide out atlas node (of their own) and I am able to unlock my hideout
- Try reclaiming bench, editing, any thing else I can do in the editing tab - nothing works
- Someone offers to complete a map for me. Upon map completion, I get the quest text "The Pinnacle of Flame: Speak to Doryani" to pop up. Can speak to Doryani, but the quest does not progress (map device still unusable)
- Try talking to Doryani anywhere I can find him: Ziggurat encampment, refuge, hideout, even kill him again - no effect

Current state: I was able to get my salvage/reforce benches by redoing those quests in Cruel (had skipped them to clear faster), but cannot click on the map device in the refuge or my hideout.

Bump -- this sounds very similar to my current situation.
