Monk Eternal Youth Not Working with Meditate

Eternal youth does not work with Meditate and CI. When you press meditate your character acts like its working (visually) but ES numbers are not going up. Is this a bug or the way it's supposed to work?

With Eternal Youth you cannot recharge Energy Shield, so Meditate wouldn't do anything since all it does is recharge Energy Shield.
