Expedition crafting bug.

I have a Rog craft glove with T8 mana, T7 cold res, T3 leech physical attack as life. I have the "Remove a single modifier with the lowest modifier level", by poe2 standard, it should be the T3 leech mod, but instead, the mana mod at T8 is highlighted.
I dont know how to add picture, you will have to just trust me

I just had this exact problem.
It seems to be treating modifier tiers as it is in POE1, i.e. tier 6 is lower than tier 2

Same problem, with Tujen. Removed a T4 All Ele Res and spared the T3 Phys Leeched as Mana.
