Unable to inspect skills using controller on PC after latest patch

Yesterday I was hitting L3 or R3 (it was one of them) on the controller to inspect slotted skills so I could see their upgrade effects, today L3 works fine when inspecting gear but does nothing when looking at skills and R3 just underlines some words in the skills description. I'm having to switch to M&K to inspect skill upgrades.

Extremely annoying. It wouldn't be quite so bad of a bug if I could use KB&M at the same time.
