Panning too far from start of Endgame kicked for Too many actions.

I was looking around to see if i could see any citadels in the fog of war and while i was panning toward the upper right, i noticed the home icon drifted to the upper right when i got far enough away i got curious and clicked it and it went warp speed going top right before kicking me for too many actions taken. I was able to repeat these steps and cause it again.
pan the camera until you can no longer see the explored map, (in my case i went in a circle along the south to the north), pan significantly north east until home icon jumps to top right, click it 3 times.
