Fix Sacred Flame Unique Scepter

Sacred Flame Unique scepter does not increase the damage of frost mage minions. Checked today using doryannis, -220 lightning res, and being near multiple bosses.

Unsure if it is working in general for other elemental skills, but not working for minions.

The "Gain as extra fire" doesn't work with infernalist's Bringer of Flame
The "Enemies in presence" doesn't work with Doryani's Prototype.

good someone made a report. its been bugged since its released. Tested and verified the
"Enemies in your presence resist elemental damage based on their lowest resistance"

thats the part that completely doesnt work
