graphic problem?

i have this weird problem 1st day i play this game my fps is lock at 24 and then i stop playing the game. after that i try to play this game again(i think i stop playing like 4 days++?) and i got like 50-60 fps and the game run smoothly.

and TODAY when it try to play again the fps is lock at 15-24. i didnt even change anything i just try to login. i already search any fix but they always said just restart the game. but i already do that and didnt fix anything.

any fix that i dont know? or it is just a common problem?
