[bug] switching from platform with public tab to one without will un-public that tab

Setup: have one account set up to play on both pc and ps5. pc should have at least one premium tab that ps5 can't access (i.e. it is remove-only on ps5)

Repro:
1. on pc: set premium stash tab to public
2. on pc: list item for trade
3. on ps5: log in, select character, load into world, exit
4. on pc: observe - your public stash tab is no longer set to public
