Omen of Whittling Bug - Didn't remove lowest tier modifier

The Omen of Whittling DID NOT remove the lowest tier modifier as described and advertised. I've used Omen of Whittling multiple times myself and hadn't experienced this, but it for sure bugged this time, as described below:

I donated 6 divines to my friend to help him reroll the lowest tier modifier of his boots... which was clearly the Tier 5 Reduced Freezing Duration as shown below, but it rerolled the Tier 7 energy shield instead! He did not make any mistakes and 100% activated the Omen of Whittling, as it was consumed as well upon using a chaos orb. The game bugged and not only wasted the expensive Omen of Whittling, but also really messed up the boots for his build (demon form requiring less hp).

Omen of Whittling doesn't say anything about removing the lowest tier modifier. It removes the lowest level modifier, which isn't the same thing.

T7 energy shield is level 47.
T5 reduced freeze duration is level 75.

Interesting, thanks for the information. Well, that doesn't make sense due to the evident vagueness. This could just as well mean the lowest level of tier.

It's definitely not clear enough! I can only hope that you and the creators would understand this, as well as how there's no indication of how to clearly tell what would be removed by this other hidden lowest level modifier.

I bricked a 100 divines orb BOW by that, It doesnt make sense, there is not level modifier especification anywhere, how are we suppose to know that... I am quiting the game right now. (1 month crashing with 3DX + this...)

This is absurd. I just wasted 6 omen of whittling on a 100 divs bow bricking it. It should definitely be the actual lowest tier that is affected. It's completely useless otherwise. The level info isn't even available in the game. They can't possibly expect us to go to poedb2, a third party non affiliated website, and check modifier levels to calculate which mod will gett changed. GGG need to change this ASAP or at least make the omen highlight which mod will be affected and clarify the text. This hole thing just killed my motivation to keep playing until they refound me the bow.
