Mobs in the Drowned City (Act 3) and other such Maps Are dropping performance a lot

Along with obviously other mobs, these seem to also drop the performance by a lot, there is generally a problem with performance in particular to above recommended specs and with modern CPUs with lots of cache, not all will have such specs and may likely have more dated hardware, these are like 1 year old components.
The game seems to be consuming 1.8gb vram so thats not a problem, the problem happens when mobs are spawning or when they call for effects.
That was not as much of a problem with poe1 because things were generally running better, but the factor of a performance hit is much much greater in poe2 which makes it at times unplayable. This map in particular, and the two birds on act 2 at the desert (Map: Deshar) 2 rare birds that drop a trial upon kill, these Tanked the fps from 90 to 18 just by existing there. (The only way to play properly is with dynamic resolution but that makes the game really look like a 80s game), that really makes it seem like it is going to be unplayable for a lot of players with league mechanics etc, especially delirium and breach and when we say unplayable, we really mean unplayable.
