Jarngreipr gloves bugs

Hello,

Can't use Staggering Palm (of any level) with Jarngreipr gloves on Titan (164 str 14 dex 14 int). Can use Killing Palm and Hand of Chayula though.
Also, can't level up skill gems (such as Wind Blast or Vaulting Impact) which require Jarngreipr gloves.
