Stats Not Applied Bug - Preemptive Strike Anointment Not Working

I anointed my amulet with Preemptive Strike, however, when I equip it the stats are not applied to my character. The "requirements not met" text is not a visual bug in this occurrence.

I have a question about this too.

I just put the needed passive points into this area to get this passive. However, it shows NOWHERE on the character sheet.

Is this passive not working?
