ENDGAME NOT ENABLE - POE2

I finished act 3 on cruel, and it didn't enable endgame content.

Talk to the NPC that sells map in the endgame hub. You also have to do a map before the EndGame label appear on the map.

I talk to him, and the map dont work, says "you cannot access endgame content until finish the campaing", but i finish (this is the 3 character).

FINAL UPDATE: I open a map with another character of mine, after that i swap to the buged one and do the open map, after complete the game enable the endgame.
