Can't open Atlas skill tree or respec

When I'm on my 2nd character that reached endgame, I'm unable to cntrl + U open the Atlas skill tree or re-spec the skills via doryani. Skill tree still works normally on my first character.

Yeah, can't reset atlas skills via doryani, this option is hidden under "buy or sell items".

Use middle mouse wheel to scroll to it.
