I cannot give full slow numbers because Apex of the Moment does not show a debuff, thus I don't know the exact slow magnitude it is contributing.

Rares have 35% less slow magnitude, and rares 50%. It may not be full CC like constant freeze, but having bosses be slowed that much does make it a lot easier. A Perfect Strike ignite setup is used for bossing.

I have been going a bit slow so I'm only in T10s and need a bunch more jeweler orbs to round up the build, but I will probably put up a guide once I've developed it further.
