Evasion rating on amulet not increasing total evasion?

It is my understanding - from playing PoE for some years - that % increased evasion rating on amulets and rings increase the global evasion rating.

I recently dropped an amulet with an increased evasion rating modifier, but when I equip it my total evasion doesn’t change. Is this a bug or does increased evasion on amulets no longer work like that?

I bought it with trade. It doesn't work right now.
The one on the right should have more evasion but it doesn't give any evasion.

I have a similar issue in that I have an amulet with 24% Global defences, and weirdly, when I have NO amulet equipped, I have more Evasion rating than when I have the amulet equipped.. changes to ES and Armour seem to be calculating correct though

I assume the amulet also grants either Max Life, or +Strength (which in turn provides +Max Life). When you equip gear that increases your Max Life, your current Life does not increase to the new max automatically. You have to heal up, whether through regen, flask, or well, to be at Max Life again.

This is something to keep in mind due to passives that grant effects when you're on Full Life.

The notable passive High Alert gives +50% increased Evasion Rating while on Full Life.
