Hexblast and Spell Echo/Unleash not working

I have 2 curses on enemies from blasphemy with whispers of doom keystone allocated and only 1 detonation is happening. Tested spell echo and unleash and both don't appear to cast more than 1 ground target for hexblast.

Same issue. Hexblast says it removes a curse from each enemy so I thought with spell echo it should do double duty but it seems to only remove one per enemy still. Feels like either a bug or poor wording on the support/skill gem.
