Orb of chance error: "Item can not increase in rarity"

I used an orb of chance on a scale male (white, no upgrades) that i got from a vendor and i got an "Error, item can not increase in rarity. Is this a bug?

PoE 2? If so, Chance orbs can only make an item into Unique rarity, but only if there is a Unique with the same base.

I can see this behavior, when apply Chance Orb to Utility Belt (Which might result in Ingenuity Utility Belt)

100% this. Seems that people know this and are scamming to get exalts.

The only utility belt unique comes from a boss so you can't chance it.

I believe the normal item needs to be the same level of the unique you want or lower, as well as the same base type. So for ex. in my case,

Oaksworn is a lvl 7 Sigil Crest Shield (the only unique sigil crest shield). I could not get my lvl 65 "Expert Sigil Crest Shield" to work either.
