Hit a wall with Lightning based Mercenary build

Currently level 40 Mercenary. Just started Act 3 (normal not cruel). I can't do mini-bosses without getting wiped 30-40 times and taking 30 mins, if I'm lucky. Obviously not fun and stuck where I am.
Gear needs improvements for sure but not exactly sure what I should be aiming for. Build looks like this atm - https://maxroll.gg/poe2/planner/f62cy0mw Help with gear would be great. Don't have a lot of currency and crafting sucks. I can sort out passive tree is needed at this early stage. I expect it is mostly gear dragging me down (some of which I have not found better for over 20 levels). I wouldn't really reccommend going elemental damages early on since they require base damage to actually scale off.
