Passive not working with skill

The passive's for sorceress, % chance for spell to launch additional projectiles (psychic fragmentation), is not working with the cold skill Eye of Winter.

Has anyone else noticed? Tested with only passive's active and base skill being used. It continues to only ever fire 1 projectile with eye of winter.

Eye of Winter has the line that "Modifiers to number of Projectiles only apply
to the final Spiral". So if it is proccing, you just get 1 extra projectile when the Eye of Winter finishes it travel and explodes. Same way it works in PoE 1 too.

That is unfortunate. just means Eye of Winter cannot compete with top skills presently. I for one would like to make a wish that more skills become do-able rather than having limited meta.

Any skill can handle endgame efficiently with the right build.. Meta builds are meta because they outperform what they're supposed to. They shouldn't be seen as the standard for all builds. I purposely avoid them at all costs..
