Waking nightmare atlas tree notable not working

The atlas tree notable Waking Nightmare which makes clasped hands in your maps drop double breach splinters isn't working properly since I keep getting 1 splinter from clasped hands and 3 from breachlord's after taking it.

I am also experiencing this bug. I do receive the debuff from opening breach hands, however they do not drop double splinters.

Same my friend got dopuble every 1/2 but i did not got doubled in 40+ maps
