Wand quality seems to do nothing at all?

Not sure of the purpose, it enhances no modifiers at all it seems.

Many skills granted by wands, staffs, and scepters don't seem to have any listed benefit from Quality. I've noticed this with the Gelid Staff.

Bump. Sceptres gain spirit from quality, but on wands/staves quality has no functional purpose.

it should get something with quality，OR it should can not be applied

It enhances nothing because there is nothing except the skill. One could argue that why can you raise the quality at all but other than that it works as intended.
