different skills dont save in each weaponsets

situation:

set 1: 1h mace + shield
set 2: 2h mace

in the passive skill tree i was able to set different weapon-points to the 2 sets - and it works wif i switch weaponsets.

problem:
if i'm on set 2 and change the left-click from 1h-Mace-Strike to 2h-Mace-Strike it also changes this skill in set 1!
why?

and in fight when i switch from set 2 to set 1 and hit once it changes back to set 2.

or in other words:
different skills aren't saved in the 2 skill-sets - it only exist 1 set.

any idea?
