Low FPS

I have 60+ FPS if im not in a town but it feels like i have 20. It feels like i have FPS lag or slow game its just feel not constant. I tried dx 11 dx 12 vulkan. Every other setting on low or high. Vsync on off adaptive. Every possible combo but feels the same. Now everything is on the lowest possible setting on 1440p but still feel like 20 fps. Even if i try 1080p i have the same feeling.
I have the same problem in poe 1 since patch 3.21 or something. But turning of multithreading in poe 1 helping a bit. In poe 2 its a huge fps loss. In other games like d3,d4,wow,fifa, or fps games etc... dont have any problem with my setup. Any idea what should i do ? (yea i know i should buy new pc... but is there any other option?) thx for the help.

Gpu: GTX 1070 8gb
SSD: Samsung 850 evo
Ram: corsair 16gb 1600mhz

Connection is fine i have like 20-40 ms in eu servers.

As a linux player, the Vulkan integration is definitely really bad. I had around 30fps average whereas picking DX12 I have 90fps therefore I assume they're still optimizing both APIs

Its horrible on ps5 pro.
