Cannot Progress ANCIENT VOWS

Quest Ancient Vows tells me to Place the Relic in the altar that you found. I have one rune and no altar appears in the area. what am i supposed to do here?

I was able to complete it by holding down the item pickup key (Default ALT) and then move the second relic out of my inventory and into the altar.

I lost the relics after having issues and cannot even get them to drop again.
