Found the shrine and clicked on it, map icon greyed out confirming i 'did the thing' but there was no itemized drop for a +10% lightning resist and my lightning resist was not raised. currently have 27% all accounted for from gear.

I was alone, no party or anything and did not leave the area. I did do the boss first, in case it matters. |

Weird because it worked for me for both normal and cruel. Are you sure you didn't receive the +10% lightning resist (it give the bonus directly without an item being dropped), as a reminder in act 2 you have a -10% to all resistance penalty (you get -10% for each act up to -60% in endgame).
