Alva Temple Shrine of Empowerment did not upgrade

Had a shrine of empowerment connected solely to a t2 corruption room. Found corruption room twice. First was change to corruption and second was upgrade to level 2. So before temple is done, I have shrine of empowerment with the only room connected being the level 2 corruption. Hit itemize and room is still level 2.
