Harvest craft not working

I am trying to craft the Crusader body armour mod "15% chance to gain a power charge on crit strike" on the horticrafting bench using the craft "reforge rare item with a crit mod" but it says that there are no mods of that type available.

Is this a glitch or have they removed that mod from the Crusader mod pool?
