Possible Raider Elemental Hit + Elemental Equilibrium + Tornado Build

Is it possible to build this?

Combining Elemental Hit + Elemental Equilibrium + Tornado Build?

It seems to be really strong if built correctly with elemental hit passives.

There is a build that incorporates Avtar of Fire through Xophs Amulet and Combat Focus Viridian Jewel and Combat Focus Crimson Jewel to make Elemental Hit do only Fire Damage and get boosted by Avatar of Fire before the conversion. Although this means Elemental Equilibrium is useless here.

But Tornado seems to be still in play and I love how it looks when an element projectile passes through it.

I am currently using this build for Scourge - https://www.youtube.com/watch?v=4hPwqzAaljo for just general leveling but could alter it further after level 85 or so with Orbs of Regret.

Anyone have any tips or advice? I am going to be testing these three gems myself and see if I can get damage into the millions.
