Failed to connect to instance

Whether it be an old standard character, a character from past league or the one I've barely been able to create since 3.4 launch, I get sent back to login with: Disconnected Failed to connect to instance message. I haven't had this problem before so perhaps something is up w/ the expansion? I get the error when trying to load a town (typically Lioneye's watch or Oriath as that is where most of my chars are parked). The one character I was able to get started got disconnected when trying to load the coast, tidal island and mud flats. It's literally unplayable :(

i7 8700k
nvidia geforce gtx 1070
using directX 11
all settings ultra (as they always have been)
turned on/off that new one about global illumination
lockstep

I realize it's about a connection issue but I want to be thorough. I'm missing the best part about a new league for a long standing player like myself :(

Bump, I've been getting the same issue, and it's cause me to disconnect during every attempt at the first lab with this screen https://i.gyazo.com/04a9f20c786a292779044332c5e7bc05.png. I've never had this issue before Delve

I'm having the same problem, and I've had it since last league. I've moved the folder to my documents, thinking that the C: Drive may be affecting something, that seemed to fix it for a time, but on the next day it went back to the same problem.

I've also tried multiple launch commands and deleting my shader cache, all without success.
