scion assassin ascend question

i tried the scion assassin ascend with crit strike att maims enemy. However, i don't see the enemy's movement speed reduced. Does any1 have the same problem?
I'm using Blast rain BTW. IGN: withmybarehand Guild recruiting causal player. New players or less active(online time) players are mostly welcomed as so am I.
