Efficacy still deals (15-24)% more Damage over Time

Empower def a main link now.

For the mana costs I just did add 20% to the 5 support gems, so 1.2^5 = 2.48x the mana cost. Clarity will really benefit from these 200%-300% aura effect.

For the aura, the new banner looks totally overpowered.

That was a great build. I was really having fun, playing it during 3.13. Now it is nuked. Thank you, everyone, who have been helping new players to get used to Cold DOT mechanics. I hope that on some day Vortex Occ will become playable again.

RIP to my fav build of all time - and thanks to Shak for all of your efforts.

In general IGNORE THE DOOM AND GLOOM. This is a major change and POE will be a different game. The vast majority of builds will be fine and work. If you like vortex or thought it looked interesting in previous leagues, it'll be just fine this league.

Also, maintaining a build guide is alot of work. Especially when there are major changes involved. We appreciate your effort.
