How do I get Einhar to keep showing up?

Since the introduction I havent met him even once. Probably wont see him until maps.

IF you play obscene amount of maps, you'll encounter einhar more often than the other masters.

Ive had him show up 3 times and im only starting act 3 and I have created a unique with him.

Pretty sure it has to be "thematically appropriate" for him to spawn in acts. He doesn't seem to show up in city areas. Might just be confirmation bias though. I really wish they would tell us about things like this that are so impactful to play. A way of grinding up crafting recipes would help too.
