Minimum Item LvL for 5/6 links?

Is there a minimum item level an item must be to have a 5 link or 6 link?

35 for 5L, 50 for 6L

theres a minimum itemlevel for the number of sockets items can have.
but itemlevel has no bearing on how many of those sockets can be linked. |

I've tried getting 5 links on my ilvl 35 item about 15 times, is it just extremely rare?

It's much harder to get a 5L on a 5 socket item than a six socket one.
If I have two fish, and you have three fish, how many fish do we have?

How many tries of fusings to 5link a 5 socket and 6 socket, respectively, on average then? And how many jewellers tries to get 5 socket on the ilvl 35 or greater item?
