20+ minute load times

Trying to get back into this league with a buddy before the new one and the load time POST character select is ungodly. I'm talking I'll go make breakfast, eat, and sometimes I'm still not in. I've changed gateways, Reinstalled the game and even put it on a different M.2, disabled the preshaders settings on Steam, and I can not figure this out. I didn't have this issue for this entire league and was playing just fine Day 1. I've successfully got to play for 1 zone and when I went to the next, yup time to sit here and expect another 20 minute load if I'm lucky. I'm not having any issues like this with any other games like BF6, Marvel rivals, even BL4. I don't even get the "Your instance has crashed/timeout" whatever it says. I'm just sitting here in the load screen and I can hear other players/NPC/ whatever going on in the background.

I have similar issue with 7800XT, shader compilation is super slow and
for some reason GGG decided to do this SINGLE-THREADED
