Irradiated & Overseer Tablets not working

My Irradiated tablet was not consumed, and did not add +1 to area level.
Same issue with the Overseer Tablet on other map - it did not empower the boss to add +1 from the boss tree (didn't see if it was consumed). Unique Boss tablets worked fine.

update: I think unique overseer adds mods, but also doesn't empower map boss (doesn't add +1 to area from boss tree)
