Movement speed bug

Hello, I have a problem with my character's movement speed. I'm using the boots "Bones of Ullr Lattice Sandals" and I have the rune "Amanamu's Gaze", which gives me 1% increased movement speed for every 15 spirit. Since I have 520 spirit, I reach 34% movement speed.
My problem is that even with 34% increased movement speed, I move very slowly. If I remove the boots, I go down to -3%, but I still move at the same speed.
Does anyone know how to fix this bug? I've asked many people, but everyone told me it might be a bug. Thanks in advance.

ive got the same boots and rune with + 18% movement speed and somehow my movement and run speed is actually slower with the boots on than no boots
