[Audio] NPC voicelines not playing

Hi, after patch 0.3.1 I observed a bug with NPC dialogues sometimes not playing. It occurs regardless of sound channels option. I made a /bug report but figured I'd post a video here: https://youtu.be/2KyRUKq8KTg?t=17

Reporting same behavior. There was less voice skipping before 3.1.
SSF Rise of the Abyssal Ice Strike Invoker, high survivability and fast clear speed. Deprioritize armor and resistances; prioritize crafting a weapon and faster start of ES recharge. Build is shown at level 47, end of Act 3. It tore through Act 3 like butter.
