GGG Gears splashscreen delays game too long if background frame limit set

One might argue whether this is a bug, but it certainly seems unnecessary.

If I set my background frame limit quite low (e.g. 3-5 frames) and start the game, the Grinding Gears logo splash screen will stutter slowly based on that frame rate and take forever to continue onto loading the game. Game startup takes excessively long and appears to be dragged out unreasonably due to the limited frame rate.


Configuration:
Windowed Fullscreen
Background Target Frame rate set to 3 fps
Windows 11 Pro or Windows 10 Pro
Intel i7 CPU
AMD rx480 8GB GPU
DirectX 12
NVMe SSD


What Happens:
- Game starts in background (default behaviour with no intervention on my part)
- Animations play at set background frame limit (both Gears and Ember load screens)
- Game will take one full minute to complete the Grinding Gears animation
- Game takes two full minutes from starting to finishing loading the Login screen


Mitigating Factors:
- I must manually click on the game window to push the startup along at normal pacing (by making it the foreground application).
- Alt-tabbing will cause the issue to resume.
- If I click on the Grinding Gears animation while in foreground, the animation will end and the next loading screen will start early.


Load times while in Foreground:
- The full Grinding Gears animation completes in about 14 seconds following starting the game
- The login screen finishes loading within 26 seconds
- If I abort the Gears animation after it starts, the login screen finishes loading within 16 seconds.


Expected Behaviour:
- POE 2 starts up without excessive delay due to the background frame setting
It should still reach the fully-loaded login screen in close to 30 seconds, rather than 120.
- Given the Gears animation should only last a few seconds, it should either ignore the frame limiter to play the short animation or not allow the limiter to extend its duration so excessively.
- Given that the secondary Embers load screen has a somewhat arbitrary animation, the game should prioritize loading the game at speed and not hold it back based on the set background frame rate.
