First off, you're never going to get crazy dps numbers with a 2H jugg cyclone ... not unless you get some ridiculous gear. Jugg is just not designed for huge dps numbers.

But a few things you can do to improve dps significantly:

1) Put your cyclone on your Atziri's Disfavour (+2 for support gems will help)
2) 6-link your AD and add conc. effect or Brutality
3) Get better, more offensively-geared equipment (steel rings and perhaps some uniques like Carnage Heart, Daresso's Salute or Devoto's Devotion ... especially consider the unique belt Perseverance since you are running with Fortify in your gem setup ... this is free Onslaught [+20% movement and attack speed])

If you really want to see huge dps numbers, you might want to just move away from Jugg, especially if you want to make a 100% phys Impale build ... Champion is really the way to go.
